. Baiquan County is located in Qiqihar City, Heilongjiang Province—the “Capital of Green Food in China”—and is one of the world’s three major black soil regions. The county boasts fertile soil, abundant water resources, and is traversed by the Tongken River. With an annual effective accumulated temperature of 2,450℃, it is a traditionally large agricultural county. In 2001, it was designated by the United Nations Industrial Development Organization as an “International Green Industry Demonstration Zone.” The Xiaoru Cooperative currently has 2,247 mu of land, and its rice is cultivated entirely according to green technology standards. The cooperative has been recognized as a “Municipal Model Cooperative” and has registered the trademark “Quan Ta.” Joining the Quan Ta rice franchise is currently a key project.
